We've resolved this, apparently it was becuase we needed to use /mp: https://SCCMServer.FQDN for an install parameter. We were missing the "https://" previously.In the Site Properties under client communications the option 'Check CRL' was checked. In our environment the CRL is not published. This setting caused the authentication to fail as it is unable to retrieve the CRL information.
